New program aims to boost local resilience and coordination across the Global South

Microsoft has launched the Advancing Regional Cybersecurity (ARC) Initiative, a bold effort to improve regional cyber resilience, coordination, and response. This comes as cyber threats continue to grow in scale and complexity.

The company announced the initiative during the second Global Conference on Cyber Capacity Building (GC3B) in Geneva, Switzerland.

As a starting point, Microsoft has partnered with Kenya’s National Computer and Cybercrime Coordination Committee (NC4). This partnership highlights the growing importance of public-private collaboration in securing the digital ecosystem.

“In today’s digital age, no nation can tackle cyber threats alone,” said Amy Hogan-Burney, VP of Customer Security & Trust at Microsoft. “Our work with NC4 shows our commitment to building strong, local alliances. Through the ARC Initiative, we aim to deepen cooperation, share threat intelligence, and strengthen the technical capacity of national and regional institutions.”

This effort comes at a critical time. Digital transformation is accelerating across the Global South—especially in Africa. However, cybersecurity infrastructure often lags behind.

For example, over the past year, the region has faced several major incidents. These include a data breach at a regional SME authority and a ransomware attack on a state-owned telecom company. Such events underscore the urgent need for stronger cybersecurity strategies.

Microsoft’s ARC Initiative offers a timely and targeted response. It brings together expertise, technology, and global partnerships to help nations better defend against cyber threats.
